Born into the Mutsuki family in the 1st Hierarchical City of Ookoto, Kagura spent some of his life learning under Tenjo Amanohokosaka and would eventually become her protector as the head of the Imperial Guard. As a child, he met Meifang Lapislazuli who had stumbled upon Tenjo, and immediately went to Tenjo's side to protect her, scaring both Meifang and Tenjo. Houichirou Hazuki followed after him and hit him over the head for being so rude. Tenjo also hit him once before Kagura was dragged away.

He was then stationed at the 5th Hierarchical City of Ibukido. When Hibiki Kohaku was first sent to be his servant, he attempted to assassinate him. However, Kagura's resolve won him over, and Hibiki remained at his side ever since. Kagura also became acquainted with Makoto Nanaya, and as a member of the Duodecim, also knows Jin Kisaragi and Tsubaki Yayoi.

Remix Heart

Kagura visited the 15th Hierarchical City of Torifune to check up on Jin and ran into his relative, Taro Sasaga'e who had just accidentally shared a kiss with Mai Natsume. He teased Taro and asked if he should go and try his luck, but this struck a nerve. Then Kagura asked how Jin was faring before leaving Taro to arrange dinner for the dorm - although he did comment on flirting with Estella McKenzie.

Ikaruga Civil War

Determination, Collisions, Spiral Shift

During the Ikaruga Civil War, Kagura was forced to fight against his lord Tenjo and good friend Bang. When Meifang asked about Tenjo, he told her Tenjo had been taken somewhere safe and due to Meifang's low class among the nobility, she wouldn't be told where. Tenjo secretly ordered Kagura to take Homura away before her assassination by the NOL, knowing that her child wouldn't be safe with her. Kagura began rebuilding Ibukido after its demolition and made great progress in the year since it was annihilated by the Nox Nyctores - Gigant: Take-Mikazuchi. Hibiki gave Kagura a report on the rampant looting of Ibukido, and the Black Knight suggested having the stragglers relocated to the 13th Hierarchical City of Kagutsuchi. He asked Hibiki to greet Jin in the 7th Hierarchical City of Kazamotsu and bring him back to Ibukido. Once Jin arrived, Kagura talked about the war and ultimately about his decision to press forward with ending the war.

Kagura colluded with Sector Seven to bring an end to the war, working with Kokonoe to do so. Through their collaboration, they were able to lock away Azrael and organize a skirmish between Tager and Kagura. Their staged fight and Kagura's loss caused a big enough distraction and excuse to allow Kagura and Hibiki to sneak Homura out of Ibukido. Afterward, he sent Jin to the Ninth Squadron for interfering with a mission to "capture" Iron Tager.

Variable Heart

After the war ended, with Tenjo, Jin's medal ceremony as the Hero of Ikaruga was underway in the 2nd Hierarchical City of Iwatsuchi, and Kagura attended. He found Tsubaki, Makoto, Mai, and Noel Vermillion, offering to escort them across the city, but Makoto ignored him and knocked him out almost immediately. Later, Kagura discovered Mai being assaulted by Meifang and bought her some time by fighting Meifang instead. However, he lost, and Meifang advanced to continue her hunt for Mai. He then sent Jin to capture Meifang on grounds of treason against the NOL.

At some point, Kagura relayed information about his planned coup d'etat to replace Izanami with Homura to Makoto, asking her in turn to relay it to Tager and Kokonoe.

Chrono Phantasma

The current head of the Duodecim's "Mutsuki Family," as well as the commander of the Imperial Guard and the highest ranking official in the Novus Orbis Librarium. Even while wandering aimlessly, the righteous young man has already raised the flag of rebellion against the NOL, which has deviated from the Imperator's will.

Stage 3: Jin Kisaragi

Jin: You're... Kagura Mutsuki. Kagura: Oh, so this is where you were? I've been looking all over for you, Jinny. Jin: Wha-?! What the hell is that weird nickname...? Kagura: You know, Taro used to call you that, right? Isn't it so cute, Jinny? Jin: S-Stop that! Kagura: Aww, it's been so long since I saw that angry face of yours. But why did you come back here...? After all this time? Jin: It's got nothing to do with you. Kagura: Don't be so cold, you're making me feel lonely. C'mon, is it Ragna the Bloodedge? Or is it Tsubaki Yayoi? Jin: ... Kagura: If it's Tsubaki, then I'm lookin' for her, too. Hey, we could combine forces and look for her together! Jin: ...Tch. Kagura: Your face is getting all scrunchy... Heh, no matter. More importantly, Jin. I need your help right now. Jin: No, thanks. Kagura: Oh, c'mon. Don't be so cold to me... You could at least hear me out, right? Kagura: Your slightly distressed profile can be quite attractive, too... Mmm, beauties like you paint a pretty picture no matter where you are. Tsubaki: C-Colonel Mutsuki... There's something I must ask you. Kagura: Yes yes yes, I know... My digits, right? How about I give it to you in exchange for a date, hmm? Tsubaki: P-Please stop messing around. Colonel... why are you trying to start a war again...? Why would you commit treason? Kagura: So you've heard, then... I guess they don't call you the Wings of Justice for nothing. Tsubaki: The battlefield will change people. My father... even Jin changed from the war. You should know more than anyone how tragic a battlefield can be...! You've seen it first hand! The Ikaruga Civil War has finally ended... and if you intend to start another war simply for your amusement... I will not forgive you. Kagura: The Sealed Armament: Izayoi...Zero-Type, Izayoi, actually. I never thought this was how I was going to see it... Stage 7: Bang Shishigami

Kagura: Hm...? You are...? Bang: Ha, I've finally found you, Kagura Mutsuki... Soldier of the Librarium and head of the Duodecim! Kagura: That obnoxiously loud voice... that sandpaper face with its permanent five o'clock shadow... I suppose there's no doubt, you are indeed a Shishigami. Bang: How dare you throw my name around so lightly, you traitor! Surely this encounter must be fate... I have questions that need answers! Kagura: Questions...? ...If you had a lot less scruff and a lot more boobs, I might consider obliging... Bang: Argh, take me seriously, Black Knight Kagura... Where is his lordship? Kagura: What are you talking about? Bang: You would still feign ignorance even after all this? I cannot believe you to be a man of Ikaruga... If that is your intent, than I shall not hold back, either! Kagura: Whoa whoa, let's calm down a little... Um, I guess you're past that stage. Very well, we'll get this over with. <Kagura Victory> Bang: Gnuagh...! Unbelievable... Please forgive me... Master. Kagura: Sorry, I have no intent of hiding anything from you. Kagura: Hey there girl, you've got some mean thighs. Mmm! What do you say I take you out for a cup of coffee, hmm? Noel: H-Huh? U-Umm... W-Well, actually I'm... I'm looking for someone, and I... W-Wait, Mr. Kagura? Kagura: Kokonoe's furious right now, Noel. You better come on home. Noel: I'm sorry, but I... Kagura: I get it that you want to do everything you can for your friend, but don't do anything crazy. This place can be a lot more dangerous than you think! And... where can I find Tsubaki? Noel: Tsubaki is... after Ragna...oops! Kagura: Ragna the Bloodedge again... Noel: ... Kagura: Noel, what did you just "observe"? Noel: I... don't know what to do... How should I use this power? Kagura: *Sigh* So you've been consumed by the power of Azure, huh? For now, you should return to the branch. I'll take care of Kokonoe for you. Noel: I apologize, I can't go back. Revolution

AD2200/02/03 Mu: Strong... This is the power of the NOL's "Black Knight"... Kagura: It feels good when a beautiful young girl compliments you, you know? In all honesty, I'm the one who should be impressed... Prime Field Device No.12, the "Successor to the Azure". To think Murakumo's blade would be this strong. Mu: Even after all that... I am still Noel Vermillion! Kagura: Then, I suppose I should ask again formally... ...Noel, be mine. Mu: Huh...? Hu-huh...HUUUH!? Kagura: With your power, surely you can observe it, too. I'm going to start a rebellion... Against the NOL. Mu: ...?! A-Are you serious? Kagura: I'm always serious. Don't misunderstand me. I have no intention of starting a war. Mu: How can that be-- Kagura: ...Possible? I'm going to make the Duodecim mine. I've already got over half the members on my side, and even 60% of the NOL will back me. Noel... You should know, right...? If the Ikaruga Civil War was...real or not? Mu: The Civil War...? Mu: That war was... Not a "war"... Kagura: Exactly...That was an "experiment". It was a large-scale experiment on the Imperator's orders. Kagura: And I think an organization that can do that is seriously messed up... Kagura: Which is why I need to change it. Mu: Kagura... Story Mode

Chrono Phantasma

In February of 2200, Kagura finally gathered the approval and backing of all the heads of the Duodecim barring the Hazuki, Yayoi, and Kisaragi families to overthrow Izanami as Imperator. Kokonoe took over his basement, turning it into a laboratory after being hunted down by the recently-escaped Azrael. He sent Hibiki to find Jin and bring him back to Ibukido, and threw a massive party while Hibiki was away. He woke up with a hangover the next morning, and was barged in on by Tager, Noel, and Makoto. He was formally introduced to Noel and dropped hints of having once spent a night alone with Makoto before being attacked by her for his persistent flirtation. Kagura was informed of Azrael's new-found freedom.

Kagura met with Tsubaki, who was being controlled with the Mind Eater, and told her that they had something of great importance to discuss. Hazama arrived and introduced himself, giving Kagura a letter from the Imperator, transferring control of Kagura's troops to Hazama and Tsubaki during their tenure in Ikaruga. Hazama dropped hints that he knew about Kagura sheltering Kokonoe. Kagura warned Kokonoe about this after he became aware of the powers of the Sealed Weapon Izayoi. He was later introduced to Celica A. Mercury.

Kagura travelled to the 6th Hierarchical City of Yabiko to find Noel, who was pursuing Tsubaki. There, he encountered Ragna the Bloodedge and bested him in combat. Ragna was taken back to Ibukido and imprisoned, to Kagura and Kokonoe's delight. With Kagura's encouragement, Ragna persuaded Noel to not pursue Tsubaki, after which Kagura made his way back to his office and found that Hibiki and Jin had finally arrived. They began organizing the Battle of Ragna the Bloodedge.

With Noel back at headquarters, Kagura went to find Makoto, who had also begun to pursue Tsubaki, and found her on the brink of being defeated by the Izayoi's overwhelming power. He arrested Makoto and issued a fake decree from the Imperator to Tsubaki to return to her task of finding and apprehending Ragna. He later scolded Makoto for being so reckless, telling her that he had tipped Tsubaki off to her location and was watching them fight so he could verify the Izayoi's power. He later further explained his plan to Ragna and Celica. Kokonoe made Kagura aware of her Multi-Dimensional Bomb that she had installed in Ragna, and he watched as the Grim Reaper butted heads with his younger brother, throwing both of them out of his office.

A massive feast was organized, where he was introduced to Taokaka and Rachel Alucard. In the evening, Kagura fought Arakune, who had attempted to consume Noel, and listened to Kokonoe's explanation of how the creature was able to enter the building. Kagura met with Bang later on, introducing him to Homura, and the two reconciled. Kagura revealed to Bang the truth of the civil war and told him to wait in the Wadatsumi Castle for someone who could be trusted with the Rettenjo. The following day, they held the Battle of Ragna the Bloodedge, which Kagura presided over. He watched the numerous contestants fight up until Azrael made his way into the Colosseum and battled Bullet. Ragna took over for Bullet to fight the Mad Dog, but was unable to keep up, prompting Kagura to tag in and fight Azrael himself. Their fight was long and almost evenly matched even with Celica's presence, but Azrael managed to land a blow that briefly knocked Kagura unconscious. After this, he realised that Azrael could not fight those who had no will to fight and abused it, buying Kokonoe and Tager enough time to teleport the criminal into a dimensional prison.

With some direction from Kagura, Tsubaki was lured into the Colosseum after Azrael's defeat, where she engaged in a battle against Makoto, Noel, and Jin that forced her to transform into Izayoi. After her Mind Eater was broken, Kagura brought Izayoi to his side of the rebellion and introduced both Izayoi and Jin to Homura. Kagura and Kokonoe later explained to Ragna how they planned to overthrow the Imperator and the circumstances surrounding Celica. He was later caught flirting with Noel, but was knocked flat by Makoto.

During their explanation of how they would defeat the Imperator to Ragna and Noel, Rachel reminded them that Tenjo's soul inside the Phoenix: Rettenjo could be used to activate the Kushinada's Lynchpin, which would nullify the seithr that Izanami uses. He later directed Jin and Izayoi to stay with him and charged Hibiki with protecting Homura while he directed another group consisting of Noel, Makoto, and Ragna to the Lynchpin, which he had Bang protect. Jin, Izayoi, and Kagura were assaulted by Izanami and Nine the Phantom, and were left unable to even move through gravity sorcery. Izanami seriously injured Kagura, and formally announced Homura as her successor, abdicating her position as Imperator.

As Doomsday began, Kagura helped Homura keep the NOL together as their soldiers began dissolving into seithr. Kagura became one of the chosen, and was eventually absorbed into the Embryo that had begun to occupy the space above Ibukido.

Sector Seven

Kagura received a cryptic call from Kokonoe. She told him that she had a “lab accident” and needed to stay in Yabiko. He organized transport for her, lamenting on the fact that he could not get his extraction team closer to her location since a barrier was erected around Sector Seven, preventing NOL access. Kokonoe eventually arrived in Yabiko with a package that had been sent ahead of her arrival. He and Kokonoe later talked about their plans for Celica and how to defeat Terumi, Relius, and Izanami. Hibiki detailed to Kagura a report on how another Duodecim household had come to their side, but Kokonoe interrupted to tell them that Izanami's intervention had begun earlier than expected, worrying the both of them.

At some point, Kokonoe reminded both Kagura and Hibiki that Izanami would likely know that they were plotting a rebellion thanks to the interventions. Kokonoe sent Kagura to Litchi Faye-Ling and Tager's location to help them in a battle against Azrael and Nu-13. He battled the Mad Dog, but could feel Izanami's intervention increasing his bloodlust. Regardless, he could not keep up with Azrael's endurance, eventually falling back and buying enough time for Tager to teleport them away from Azrael and the Murakumo Unit. When he returned, he heard from Hibiki about increased levels of seithr in Ikaruga, leading him to believe that Doomsday was close to starting. He was then ordered to help Tager to the basement after depleting his batteries from the teleportation.

Central Fiction

The current head of the Duodecim's "Mutsuki Family." He serves the Imperator Homura Amanohokosaka, is the highest ranking officer in the NOL, and oversees the Ikaruga Federation. He disembarks in Kagutsuchi along with the Fourth Thaumaturgist Squadron that he directly commands to complete his mission to subjugate the Grim Reaper.

Kagura: Aww, I finally found you Jinny. Jin: Kagura... Kagura: Never expected you would disobey an order AND desert the NOL... You planning on defecting, while you're at it? Jin: My words will fall on deaf ears. Kagura: What're you saying? I've got no idea what you're up to, but you need to come back. We might still be able to make a case before HQ. Jin: I've heard enough! Your orders are worthless to me... That is all. I'm running out of time. Now, leave me alone. Kagura: Time...? Not sure what you're up to, but you know I can't look the other way. I can't have you and the Grim Reaper meet right now. Don't take this the wrong way. <Kagura Victory> Jin: ...! Kagura: Jin... what the hell's wrong with you. You're slow... Don't tell me the Grim Reaper got to you already...!? Jin: Don't make me repeat myself... You wouldn't understand, even if I explained it to you. Kagura: Then why must you chase the Grim Reaper so...? At the very least tell me WHY. Jin: ...I must defeat Brother, then defeat Izanami. Stage 6: Ragna the Bloodedge

Ragna: Who're you? Kagura: I follow the Ars Magus signal and what do I find...? The biggest catch of them all -- the Grim Reaper. Ragna: ...You with this En-Oh-Elle or whatever, too? Whaddya want with me? Kagura: What do I...? Do you WANT me to list all the crimes you've committed? Destruction of NOL Branches, including 10 satellite facilities and 500 injured. Also, dine-and-dashing, theft, riding public transportation free of charge, destruction of property... Ragna: What the...!? Holy shit, I'm one bad guy... Kagura: I'm glad you're finally getting the picture. Now, make both of our lives easier and don't resist... <Kagura Victory> Kagura: ... Ragna: Ack... Dammit, I messed up... Kagura: That's odd. Why'd it feel like I was punching air...? Is this really the Grim Reaper Jinny was chasing? He didn't seem to know anything about the Azure Grimoire, either. What the hell's going on here? Hibiki: Lord Kagura... Kagura: Hey, Hibiki. Perfect timing. Would you mind helping me process this guy? Hibiki: Roger that. I will transfer custody to HQ right away. Kagura: I guess Hazama had some dirty little secrets after all... Noel babe, please be safe. Tager: I've been expecting you, Kagura Mutsuki. Kagura: Red Devil...!? What the hell's going on here!? Kokonoe!? Kokonoe: Sorry Kagura, but I can't let you pass. Kagura: Dammit. Are you betraying me!? Kokonoe: Betray you? Please. Our objectives happened to align, but I'm afraid that is no longer the case. Stick to the sidelines for the time being. Kagura: How dare you...!? Stand down, Red Devil. I don't want to hurt you. <Kagura Victory> Tager: I'm sorry Kokonoe... it would seem that this is my limit. Kagura: ...Hey, before I go. Do you want to at least tell me why? Kokonoe: ... Kokonoe: Have you ever doubted your own actions? Kagura: ... Kokonoe: I'll take that as a yes. I won't mince words. I believe this world has been altered by some external force. Kagura: C'mon now... Don't you think that's stretching it a LITTLE bit too far? Kokonoe: We've already observed discrepancies in the memories of a few. If my theory's true, then... Nine: You must be Kagura Mutsuki... I'm impressed a mere human could show such tenacity. Kagura: Well, I'm surprised too. Wasn't expecting a babe like you to... Heh... but you're no normal human. I know this sensation... You're a mage!? Nine: Correct. You're quite observant. Kagura: You said something about a second chance. What do you know? Nine: Someone who at least knows more than you. For example, the fact that you are one of the chosen. Kagura: The chosen? Nine: Hehe. Why don't you prove to me that you're worthy of this second chance? <Kagura Victory> Nine: Ah yes. Well done, Head of the Mutsuki Clan. Kagura: Yeah, I'm not very convinced. Coming from someone who's holding back on me. Nine: You may very well be capable of grasping everything... Makoto: Huh...? Colonel Mutsuki, what are you doing in Ikaruga? Kagura: Makoto! I thought you were supposed to be in Kagutsuchi...? Although, some things never change, do they? How you doin'? Makoto: You PERV! Kagura: B'largh! Makoto: What on earth is wrong with you!? You know we are on D level alert!? Kagura: Oww... Frankly, I think this is much more important than Izanami or the Grim Reaper... Makoto: Hm...? You mean to tell me, you're one of the chosen, Colonel Mutsuki...? Kagura: Ah, I guess you are, too... Makoto: I thought so... I'm sorry, sir, but I need to fight you right now! <Kagura Victory> Makoto: Ack... Darn, you really are tough, Colonel. Kagura: So...? How much do you know about the chosen. And, Izanami? Makoto: Um... Something about defeating Izanami... Obtaining the Azure... Wishing for the world that you want... But only one of the chosen can obtain the Azure. Rachel: For being commander of the Praetorian Guard, you are quite slow. All the chosen have been brought here to Ikaruga. Surely, you knew of this...? Kagura: Of course... Pardon me. I didn't sense that level of power from you. I had no clue you were one of the chosen. Rachel: And I am quite disappointed in you, too... Embryo or not, you've let your guard down far too much, Black Knight. Kagura: ...? What's that supposed to mean? Rachel: Yes, well... I believe I've had enough time to shock you back into shape? <Kagura Victory> Kagura: Heh, I think it's starting to come back now... You and I knew each other... Rachel: Yes... Kagura: But this isn't your real power. Something happened to you...or perhaps to this world? Rachel: ... I loathe to answer that question. Kagura Mutsuki, this is something you must do on your own. Azrael: What's the matter? Don't tell me you're getting cold feet. Not what I'd expect from the Black Knight, Kagura. Kagura: Heh, I guess it doesn't change the fact that this guy's my enemy. Then you mean we're inside of that weird-ass sphere? Hah. What a little mess you've caused here. Izanami: You intend to fight against this? I've got a bone to pick with you. After you stuck me into the brig not once...but TWICE! Kagura: C'mon, now... The second one you can't put on me. Besides, you forgot what happened because of the Embryo, too. Ragna: Shut up! Regardless, I've got a ton of questions to ask you... So you're fighting me whether you like it or not. Kagura: Wha...!? You've gotta be kidding me!? Ragna: I told you... I've got questions. Pretty sure you've got the answers... Tell me everything you know about Noel. Kagura: Noel babe? Why would you want to...? Surely, you already know... It is my duty to eliminate any "obstacles" in our way. That is what I have done...and that is what I will continue to do. Nothing will change. Sometimes the "right" choice will be too much for you to bear, which is why you need people like me, to operate in the shadows. Kagura: And killing Noel is your solution? ...Did you honestly believe I'd just sit back and let you do that? Hibiki: I did not... Which is exactly why I had to work quietly... Please... Let me finish what I started. <Kagura Victory> Hibiki: Guh... Why, Lord Kagura...? The old you would have sacrificed Miss Noel without a second thought... What will this mean for all the blood that was spilled getting us this far? Why are you afraid to kill her? We can get what we've always wanted...! Kagura: What kind of idiot are you!? You've saved me some time. Kagura: Tch... Just my luck. Noel, stand back. I'll handle this. Mu: ...! Kokonoe: What the hell are you trying to do? Kagura: That's my line. Retrieve the Lynchpin? And you were searching for Noel, too? Should I even ask you why? Kokonoe: This has nothing to do with you, but... Perhaps this answer might satisfy? "It was necessary." You heard what Izanami said... She's the cause of the distortion in this world. Kagura: So you're just going to kill her? You disgust me. Kokonoe: And if I said yes... You would kill me right here? Just like that? Kagura: Why bother asking me that question!? The answer's obvious... I'll kill anything I need to! <Kagura Victory> Kokonoe: My, oh my... I'll never understand you. I thought you wanted to change how this world functioned... Let me remind you, what Izanami said was true. Why go this far to protect Noel? In other words... She's like a god in this world. Humans can't kill gods... Neither Izanami or Noel. But... Their "vessel" is a different story. Kagura: ...The PFD. Kokonoe: That's right. PFDs are smelted using seithr. No exceptions... ...And Kushinada's Lynchpin eliminates all seithr... Imagine the effects. Kagura: You could kill Izanami and Noel... Of course, this is all theoretical, but... ...Don't tell me you were gonna test this theory. Right here...on Noel!? Answer me, Kokonoe! Kokonoe: Hah... When did I ever say anything about testing it on her. Stop jumping to conclusions you damn idiot. Kagura: ...What? But you just said... Kokonoe: I'm collecting the Lynchpin, so we DON'T have to kill Noel. Noel being here was a fortunate miscalculation... You've saved me the time of finding and protecting her. Kagura: Wha...? Story Mode

Before being taken inside the Embryo, Kagura and Kokonoe gathered Tager, Makoto, and Hibiki together in order to tell them about the situation at hand, and gave them a brief description of the events that had occurred in the last few months.

After being brought into the Embryo, Kagura's memories were completely changed. He was made to believe that he had slain Tenjo and was therefore the Hero of Ikaruga, and that he was in 12/31/2199. Kagura was charged by the NOL to find Jin, who had abandoned his post, and found him in Kagutsuchi. Kagura couldn't understand Jin, as the latter's memories had been left unchanged. He later found and apprehended Ragna, and battled against Tager, who Kokonoe had ordered to stop Kagura from progressing. Kokonoe explained to him that they were in a changed world, and that there were discrepancies in his memories, but Nine interrupted them by teleporting Kagura to the Phantom Field, where the two fought. She explained to him that he was one of the chosen and that to fulfill his wish he must defeat Izanami.

Kagura met with Kokonoe, Hibiki, and Tager in his office in Ibukido. After Noel was found, Kagura ventured to the Lakeside Port in Yabiko, where he found Hazama fighting Mai and Noel. By intervening, he was able to bring them both safely to Ibukido. They all discussed the discrepancies in their memories until Celica found her way to them, and their memories eventually returned to them when the Amaterasu Unit entered the Embryo. She told them that Ragna was looking for Noel, and they set up a gauntlet of opponents for him, with the final one being Kagura himself. The two fought, and Ragna rejected his dream before Amane Nishiki teleported him away. Kagura returned to Ibukido with Tsubaki in tow. At some point, he ordered Mai and Hibiki to guard Homura in case he would be targeted.

Rachel explained to Kagura that Ragna was using the Azure Grimoire to consume people's "wishes" so that multiple "possibilities" could be made and that so Noel wouldn't have to die as Izanami had wanted. He joined in on Ragna's gamble, putting his faith in the Grim Reaper. They returned to Yabiko and discussed how to break into Nine's laboratory under Sector Seven's headquarters, meeting Jubei and Trinity Glassfille for the first time. After the death of Nine, Kokonoe came back to Ibukido, where Kagura was waiting. A week later, the remainder of the squadron at Nine's lab would be teleported back to Yabiko. Before the squadron arrived, Kagura sent Hibiki to fetch Hakumen and Tsubaki back to Ibukido, and they discussed how to take down Izanami and Relius Clover. After the squad arrived, Kagura learned of Celica's death.

Kagura, alongside Ragna, Lambda-11, Hakumen, Minerva, Noel, Tsubaki, and Jin were teleported above the frozen space-time that Izanami had created using the Corpus Sepulcro: Requiem. Kagura and Jin separated from the group, going to the Embryo's version of Kazamotsu. To their dismay, Azrael found them and shifted space so they were back in the Colosseum. Kagura and Azrael fought a rematch and, for a while, Kagura had the upper hand thanks to his intensive training. Unfortunately for him, Azrael responded by releasing several of his limiters, allowing him to move faster than Kagura could see. At this point, Jin and Trinity unleashed Yukianesa, saving Kagura's life and freezing Azrael in place, giving him his first ever taste of defeat. Kagura told Jin to catch up to Ragna and that he was going to rest before hauling Azrael to Kokonoe. At this point, it is presumed that Kagura dissolved into seithr after having his data stored by Es.

Kagura was last seen in the new world created by Ragna. He delivered a speech at an official NOL ceremony presided over by Homura, with Hibiki and Jin also present.
