The Spectating Eye (傍観の眼) is the third episode of BlazBlue: Alter Memory. It first aired on October 22, 2013.

Synopsis

Short

Rachel has her showdown with Takemikazuchi, Hazama shows his true colors,
and Ragna faces a fight with yet another bounty hunter.

Long

The episode begins with Rachel high above the 13th Hierarchical City of Kagutsuchi. She activates the Sankishin - Tsukuyomi Unit in order to block a blast from Gigant: Take-Mikazuchi, protecting the entirety of the city although the reflected barrage decimates the nearby mountainsides. After having bid the Nox Nyctores goodbye, she flies back towards the city.

Noel Vermillion and Ragna the Bloodedge are met by Hazama. Noel is forced to Observe Yuuki Terumi, a soul sleeping within Hazama's body, and he is resurrected. Immediately, Terumi taunts Ragna, but before he can engage the villain, he is stopped by Rachel. Terumi summons the Geminus Anguium: Ouroboros and attacks Ragna and Noel, both of them being barely saved by Rachel herself. Linhua and her master, Litchi Faye-Ling, two residents of Orient Town look out onto the destruction of the mountainside, being passed by Carl Clover and his Nox, the Deus Machina: Nirvana. Rachel teleported both Noel and Ragna near the district and contacted Kokonoe, telling her of Terumi's resurrection. She soon left.

Noel began asking Ragna questions, asking why he looks familiar to her. Ragna's standoffish behaviour upset her, and Noel left in tears. Without looking back, Ragna knew Carl was nearby. They began to fight, but his wounds from Nu-13 had still yet to properly heal. Back on his airship, Hazama prepares several eggs to eat before calling Relius Clover and letting him know that Noel had inherited the Azure, and that the Monolith had been completed. Upon hearing the news, Relius announced he would be arriving in the 3rd Hierarchical City of Iwasu to discuss the finer points of what needed to be done.

Jin Kisaragi, under Hazama's orders, is kept inside a medical facility aboard an Ars Magus vessel. The fight between Ragna and Carl continues, with Nirvana doing a majority of the fighting. The area around them is destroyed and Ragna is forced onto the end of a long girder - Carl's confidence ends up getting in the way, and Ragna lands a blow which destroys the last platforms. Carl is defeated and Nirvana rescues him from falling to his doom while Ragna tumbles to the abyss. Using an Ars to slow his momentum, Ragna survives and lands in Lost Town, having been found by Makoto Nanaya, and later Taokaka. Makoto tells the Kaka to take him to a doctor, and she deduces to take him to Litchi.

Ragna dreams of the incident at Celica A. Mercury's Church‎ and how he saw the dead body of Celica A. Mercury. The dream continues with him being stabbed by Jin and his Mucro Algesco: Yukianesa; when Jin cuts off his arm, Terumi picks it up and begins to taunt him again and again. Upon awaking from his nightmare, Ragna finds himself inside the house of Totokaka before being met by Tao, Litchi, and several Kaka Kittens. Litchi asks him why he refuses to use the Azure Grimoire and drain her soul to make himself heal faster. Noel continues to wander around Kagutsuchi's higher areas and think about Ragna and what he means to her. She resolves to find him and resolve the matter. In the Kagutsuchi Port, Relius has finally arrived, and Jin wakes from his coma. Tsubaki Yayoi is summoned to Hazama's office in Iwasu and issued orders - to assassinate both Jin and Noel.
