The 11th Hierarchical City of Shinatsu is a Hierarchical City that houses the Hazuki family. It serves as the main location for the second half of BlazBlue: Variable Heart. It sits within the Izumo Region.
Information
Not much is seen of the Hierarchical City. Makoto Nanaya noted that the lower levels of the city are filled with slums. Higher areas have thick plains of grass and flowing rivers. The Hazuki estate resides on one of these areas.
Like all Hierarchical Cities, the Novus Orbis Librarium branch resides on the top of the city and a cauldron sits at the bottom.
