The Chosen, also known as Entitled or the Qualified, are individuals who were chosen by the Amaterasu Unit to inherit the Azure and create a new world based on their wishes. They had the ability to use Ars Magus even while seithr was not present.

Nine the Phantom made it clear to all the chosen that by defeating Izanami that they could claim a piece of the Azure and create a new world based on their wishes. Ragna the Bloodedge, who himself was not one of the chosen, took the wishes of each chosen to create a new world filled with their possibilities.
